     Thomas Jefferson Payne III was born on 12 May 1807 in Greenville, Greenville County, South Carolina. He was the son of Thomas Jefferson Payne Jr. and Elizabeth Pope. He married Sarah Jane McConnell, daughter of John McConnell and Ann Townsend, on 7 June 1831 in Hall County, Georgia.1 He married Mary Ann Nance after 1847.1 He died on 24 October 1878 in Ringgold, Catoosa County, Georgia. He was buried in Ringgold Cemetery in Ringgold, Catoosa county, Georgia.

He was in Cobb County, GA in 1840, where records show he and Isaac Beason Payne, his older brother, sold land to each other. He moved to Walker County, GA circa 1850; this later became a part of Catoosa County. He was a wealthy farmer, having assets of $24,500 in 1860. He was also a member of the firm Payne-Anderson.
