Frank Montana Evans was also known as Franklin Evans. He was born on 14 October 1864 in Mantonville, Dodge County County, Minnesota.2 He was the son of William Laurel Evans and Elizabeth Shober.
Although Frank's obituary states that he came to Snohomish in 1886 and his voter's registration says he came to the county in 1888, he was not listed in the Snohomish area in the 1889 Washington Territorial census. His 1888 arrival in Snohomish is further confirmed by a September 1, 1888 item in the Snohomish Eye which mentions that his photo studio will open soon. A special issue of the Snohomish Sun newspaper published some time in January of 1891 has a small engraved portrait of Evans and a paragraph that reads: "Deputy Auditor Frank M. Evans was born in Minnesota in 1864. He studied art and photography in Kansas City and opened a gallery there with Mr. (Lafayette W.) Barnes. In 1888 they came to Washington and decided to locate in Snohomish, notwithstanding the fact that the prospect was not very inviting at that time. Since that time, however, the firm of Barnes & Evans flourished and grew fat. Evans has just been appointed by Auditor (George C.) Ruff (elected November 1890) as one of his deputies and will no doubt make a very efficient officer. He is considerably interested in mining, having shares in eight good mines in the Silver Creek country, for which some very tempting offers have been made. Frank is one of the most popular men in the city."3 He married Minnie Belle Scotney, daughter of Charles Frederick Scotney and Catherine Smith, on 24 December 1892 in Snohomish, Snohomish County, Washington.4,5
On 2 June 1897 Frank registered to vote Ward 1 Snohomish. He stated that he had lived in the state and county for 9 years and in the ward for 2.6 He was one of the earliest photographers in the town of Snohomish. He was listed in the 1902 city directory as the proprietor of the Hotel Penobscot. This directory also shows that he was a city councilman for the First Ward, and on three committees, Judiciary and Ordinances, Finance and Claims, and Fire and Water.7,3
Frank Montana Evans was baptized at in the St. John's Episcopal Church, Snohomish, Snohomish County, Washington, on 2 March 1923, by Rev. Charles Glenn Baird. The witnesses were Kern Tracy Stockton, Norman Sylvester McCready, and James Madison Ordway. Frank was confirmed in the church on the 24th of May following by Bishop F.W. Keator.2,8 His wife Minnie died on 23 October 1935; Her obituary: "Mrs. Minnie Bell Evans, 62, wife of Frank M. Evans, and a pioneer of Snohomish, died at 4:30 o'clock this morning at her home, 330 Avenue B. Mrs. Evans had been ill there for the past three years, her condition becoming critical about a week ago. Evans of Snohomish; one sister, Mrs. John Busby of Snohomish, and one grandson, Charles W. Evans jr. Funeral arrangements will be announced later by Bakeman & Whyte."
Frank died on 13 November 1946 at in 330 Ave. B, Snohomish, Snohomish County, Washington, aged 82.
His obituary stated: "Frank M. Evans, 82, a pioneer of Snohomish, died Wednesday at his home, 330 Avenue B. Funeral services will be held from St. John's Episcopal Church Friday at 2 p.m., with the Rev. Harold E. Cooper officiating. Interment will be in GAR Cemetery with Purdy & Dawson Funeral Home in charge. Masonic Lodge services will be conducted at the graveside.
"Mr. Evans was born at Mantonville, Minn., October 14, 1864. He attended schools in Kansas City, MO., and in 1886 he and his cousin, Lafayette W. Barnes, came to Snohomish and engaged in the photograph business. On December 24, 1892, he was married to Minnie Belle Scotney, daughter of the late Mr. and Mrs. Charles Frederick Scotney, who died October 23, 1935. Following a pioneering period in the photography business he became deputy county auditor and later city clerk of Snohomish.
"He was proprietor of the Penobscot Hotel, was associated with the late Carl Lane Clemans and the late Arthur W. Hawks in the Index Galena Lumber Company, was prominent in mining and lumber activities in this state, had F.M. Evans & Co., real estate and insurance business and was police judge in Snohomish twelve years. Mr. Evans was a member of Centennial Lodge No. 25, F&AM, Snohomish Chapter No. 14, RAM, Nile Temple (Shrine) of Seattle, a former state commander of the Macabees of the World, a charter member and first secretary of Snohomish Aerie No. 195, FOE; a member of St. John's Episcopal Church for which he served on the bishop's committee ten years, and served in Company D., State Guard Unit, during World War I.
"Surviving Mr. Evans are two sons, Frank S. Evans of Everett and Charles W. Evans of Salem, N.J; two daughters, Mrs. George H. (Catherine) Fairchild of San Marino, Calif., and Margaret L. Evans of Snohomish; four grand children, Douglas E. Evans, Charles W. Evans and William Fairchild Evans; cousin, L.W.
