George Willoughby McCardell was born on 16 June 1848.3 He was the son of Richard Pindell McCardell and Annie Maria Eichelberger. He married Annie M. Ryan on 6 October 1896.4 He died after 1920.
The fifth son of Richard P. McCardell, George received his education in the public schools of Williamsport. At the age of nine years he became a driver on the Chesapeake and Ohio canal, and was engaged in that occupation for nine years. He began to learn printing in 1871, with his brother, Thomas F. McCardell who was at that time proprietor and editor of the "Williamsport Pilot". In 1872 he purchased the Pilot and conducted it until 1877, when he sold it and removed to McPherson City, McPherson County, Kansas, being among the first settlers of that county. Here he worked at his trade until 1881, when he returned to Williamsport, and was engaged in mercantile business for two or three years. In 1884 he bought the Williamsport Pilot and changed its name to the "Williamsport Leader," and conducted it for some time as an up-to-date weekly newspaper. He was also a toll collector of the C&O canal at Williamsport. In politics he was an independent Democrat. He never aspired to political office, but was elected Mayor of Williamsport in March, 1904, for a term of two years.

He died on 8 February 1908. Jerome was listed in the 1880 census as a carpenter and having five daughters: Margaret, Adeline, Jennie and Catherine besides Effie.2
