Apparently Windham was originally politically independent, but an offshoot of Massachusetts Colony, so was considered a part of that colony until 1636 when the settlers declared themselves independent of Massachusetts. In 1662 Connecticut became an officially chartered colony which included Windham. Connecticut became a state in 1788.
